Ok tanks hows things  aside with rotations mastery is a big thing here as I have been going through the math  an thousands of post on this subject  I finally got it.

in 4.0.1  an cata  req is required  for a palli tank to have 102.4 % block this is same an tbc aka burning crusade such can be reached  through mastery after you have hit an expertise capped  remove your parry an replace with mastery to reach this cap.

for dk's  pretty much the smae remove all your parry an reforge with mastery

an warrior's   same as well remove your  parry an reforge mastery

druids so bear tanks reforge  after capping expertise an hit reforge  haste an crit into mastery since there is no parry  though 2 stats are pretty much useless

now with that said 20 is mastery cap so dnt go over 20
